Other Authorities

In addition to the authorities competent for the enforcement of administrative procedures and disputes, and civil, criminal, misdemeanour and customs procedures in the field of protection and enforcement of intellectual property rights, the following institutions, participating in coordination bodies for the enforcement of intellectual property rights, are involved in the protection system of intellectual property rights in a wider sense, or monitoring the data on the right infringements as well:
 

Ministry of Justice, Public Administration and Digital Transformation

Ministry of Justice, Public Administation and Digital Transformation performs administrative and other tasks in relation to the field of civil, criminal, misdemeanour and commercial law and administrative adjudication processes; the tasks in relation to providing international legal assistance; it performs supervision over administrative tasks performed by judicial authorities, state attorney’s office and prosecuting authorities; it manages the process of digitalisation in all state and public administration institutions and performs other tasks provided by the law. In relation to the work of coordination bodies for the enforcement of intellectual property rights, the Ministry of Justice, Public Administration and Digital Transformation, among other things, collects the data on the infringement of intellectual property rights from reporting units (courts) for the entire territory of the Republic of Croatia, which are the subject of monitoring annual statistical reports on the infringement of intellectual property rights in the Republic of Croatia. The Ministry monitors the entire enforcement of intellectual property rights and participates in the activities of coordination bodies in relation to its competence.

Ministry of Health

Ministry of Health performs administrative and other activities in relation to: health care system and health insurance; monitoring and improving of citizens’ health condition and needs, protection against infective and non-infective diseases, health soundness and hygiene of food and consumer goods; inspection and supervision of examination, production, turnover, mediation, verification of the quality of medicinal products, examined drugs, active ingredients and excipients, advertising of medicinal products and other activities provided by the law.

Croatian Bureau of Statistics

Croatian Bureau of Statistics is the main carrier, disseminator and coordinator of the system of the official statistics in the Republic of Croatia and the main representative of the national statistical system before European and international authorities for statistics. The Croatian Bureau of Statistics participated in establishing a permanent, uniform and methodologically harmonised system of monitoring the statistical data regarding the enforcement of intellectual property rights for all the competent bodies in the Republic of Croatia.

Croatian Agency for Agriculture and Food

The activities of the Croatian Agency for Agriculture and Food (HAPIH) have been prescribed by the Act on the Croatian Agency for Agriculture and Food (OG 111/18) and other regulations, and they include research in the field of agronomy and related fields, plant protection, seed and seedling production, viticulture, winemaking, oil production, fruit growing, vegetable growing, cattle breeding, quality control of stock-farming products, as well as food safety.
HAPIH also provides technical and scientific support to the Ministry of Agriculture, Forestry and Fisheries with drafting of expert opinions and with conducting laboratory analyses of samples collected in phytosanitary, agricultural and winery inspection. The Food Safety Centre (CSH) operates also within the HAPIH. CSH is one of the contact points of the Rapid Alert System for Food and Feed (RASFF) and a contact point of the European Food Safety Agency (EFSA). In the field of food safety, the CSH performs activities of scientific risk assessment and provides scientific and technical support to other responsible authorities.

Agency for Medicinal Products and Medical Devices

Agency for Medicinal Products and Medical Devices (HALMED) performs tasks in relation to: issuing approvals for medicinal and homeopathic products to be placed on the market, pharmaceutical testing of medicinal and homeopathic products, performing quality tests of medicinal and homeopathic products and providing findings on quality tests made, monitoring of side effects and malfunction of medicinal products, analysing and evaluating side effects and safety of examinees in clinical examinations, keeping records of medicinal products traded in the Republic of Croatia and records of medical devices manufacturers, issuing a working licence to the manufacturers of medicinal and homeopathic products, giving consent to the import of medicinal products, informing and educating about medicinal and homeopathic products and medical devices, and other tasks provided by the Medicinal Products Act, the Medical Devices Act and other regulations. In the field of veterinary medicinal products, HALMED performs tasks in relation to giving approval for the production of veterinary-medicinal products and their wholesale trade and monitoring wholesale trade of veterinary-medicinal products, as well as other tasks provided by regulations in this field.
